California Capital Access Program
Helps small businesses obtain financing by encouraging banks and other financial institutions

underwriting standards.
Industrial Development Revenue Bonds
Provides tax-exempt financing for qualified manufacturing and processing companies for the
construction or acquisition of facilities and equipment. IDBs allow private companies to
borrow at low interest rates normally reserved for state and local governmental entities.
Pollution Control Tax-Exempt Bond Financing
Provides private activity tax-exempt bond financing to California businesses for
the acquisition, construction, or installation of qualified pollution control,
waste disposal, waste recovery facilities, and the acquisition and installation
of new equipment.
The Small Business Pollution Control Tax-Exempt Bond Financing Program
Provides loans to credit worthy small businesses for the acquisition, construction,
or installation of qualified pollution control, waste disposal, and resource
recovery facilities in California.
Replacement of Underground Storage Tank Loan Program
Loans and grants are available to finance underground storage tank removal and
replacement, under-dispenser containment, leak detection equipment, piping,
enhanced vapor recovery, and dispensers.
Metal Plating Facility Loan Guarantee Program
Provides loan guarantees for metal plating facilities that are having difficulty obtaining financing on their own.
Recycling Market Development Zone Revolving Loan Program
Provides direct loans to businesses that use post consumer or secondary waste
materials to manufacture new products, or that undertake projects to reduce
the waste resulting from the manufacture of a product.
Beverage Container Recycling Infrastructure Loan Guarantee Program
Provides loan guarantees for projects that increase the recycling of California Redemption Value beverage containers.
Innovative Clean Air Technologies Program
Co-funds the demonstration of innovative technologies that can reduce air pollution
is to advance such technologies toward commercial application, thereby reducing
emissions and helping the economy of California.
Downtown Rebound Capital Improvement Program
Finances conversion of vacant or under utilized commercial and industrial structures
into residential units, residential infill, and the development of high-density
housing adjacent to existing or planned mass transit facilities.

Provides funding for employee training that meets the needs of employers for
skilled workers and the needs of workers for good, long-term jobs.
Energy Innovations Small Grant Program
Provides up to $75,000 to small businesses, non-profits, individuals and academic
institutions to conduct research that establishes the feasibility of new, innovative
energy concepts.
